I read somewhere that DELL sends out refurbs when they do a "System Exchange" under their warranty program. Does anyone know whether or not this is true?

Its true, and nearly all manufacturers do this.

There's nothing wrong with it; lots of machines are called 'refurbed' because one component is defective (ie: the grainy screen), the entire machine sent back, and the component is replaced.

Usually they only time you may get a new system exchange is if something goes horribly wrong with your system within the 21-30 day period. Otherwise, you can expect a refurb unit.
