The Dell website is insufficient in explaining to me what this is. All I want is the 2% discout. Can anyone explain to me what this is?

Essentially it's a Dell credit account, so you'll have to qualify, but from what I can tell, a dog can get approved, so long as he has an email address.

So basically it is just an account that qualifies me for credit with Dell? So, can I just sign up for it and not even use the credit options, and then just get the 2% discount?

you can technically to do that. but you always have to read the small print. dell will not just randomly give you 2% discount on anything. so watch for the catch phrases.
