Silly question, did you try the stock Dell bios recovery?

You can see steps here on Dell's site.

Or you can try holding down the power button for 30 seconds and that should start the bios recovery process.

You need to create a USB key using the steps mentioned here, otherwise the dell pc won't boot up.

Follow the steps that c69k has written otherwise the PC won't go into recovery mode. I've put the link in above post.

The link is not working but if you mean to create a recovery usb I tried it already and it will not turn on anyway.

I tried that either and from dell site but no luck in my case. The recovery procedure won't start at all. I checked the motherboard it has all voltages needed to work. No shorts found. It's only firmware based issue.

I reckon you did format the usb drive as fat16 and copied only few dell files and then only the hdr file, correct?

Guys! The problem is solved! I found a site with dumps etc http://schematic.vn/ just need to subscribe there for 12$ and the admin will fix your bricked bios dump. This is not an advertising just my experience! The laptop booted fine but after couple attempts.

Go into BIOS options and check if BIOS Flashback tech or BIOS recovery is enabled or not? I think it was disabled. Usually on most business laptops and workstation they are disabled to prevent downgrades.
