I've scoured the Dell Small Business Outlet site to find an answer to this and have had no luck so far. I even emailed customer service and a week ago and didn't get a response from them.
The Outlet site simply says that refurbished systems come with the same warranty as new models. All the consumer systems as well as the Vostro lineup and the lowest-end Latitudes (D530/531) come with a 1-year basic warranty. The remainder of the Latitude models have a 3-year warranty standard when ordered new.
So does the 3-year warranty apply to those Latitudes (D630 and D830, for example) when purchased from the Outlet?

Yes, I think so. This shows clearly when you add the item to cart.
