Dell Outlet has three types of sales channels that they sell Systems through to the public; Certified Refurbished, Previously Ordered New, and Scratch & Dent.
Certified Refurbished systems are "Fully refurbished, retested, and repackaged to meet original factory specifications." This means that they might have had parts replaced and are now in a condition equivlent to when they were first built.
Previously Ordered New systems are "Never used, Canceled orders, or returns that were never fully booted. Tested and repackaged by Dell Outlet." This means that the system was returned to Dell without having ever been opened by the customer. These are basically new computers.
Scratch & Dent systems are "Systems with cosmetic blemishes that do not impact performance. Includes standard limited warranty." This means that they are systems that electronically will work just like the "Certified Refurbished" systems although they will have imperfections in their appearence.
TIPS
The Outlet only produces what has been returned to Dell. The Outlet website is updated multiple times every hour. If you can't find what you are looking for this very moment, click 'refresh', it might have it now. It took me 2 hours of refreshing and reading around 100 descriptions of M140's until I found the deal for me.
