I have a Dell Inspiron E1505 I bought new in 2006 that's DOA and saw another on Ebay without an OS.

Is it possible to load XP to the other using my original CD?

As long as you have an appropriate license, you can use the Dell Windows CDs on just about anything.

If the notebook you're buying from has the COA sticker on it, you'll be fine. Dell licenses the OS via a SLP key string programmed in the BIOS. You generally won't even require a key to be typed in while installing.
