I have a dell notebook with a Vista COA but downgraded to XP officially.

I want to install Windows 7 on it with a Dell OEM reinstallation disk for Win 7 that I got off ebay.

Will this go smoothly or will some table lookup in the notebook indicate its not a Win 7 machine originally, but a Vista Machine?

You will need to get a valid Windows 7 license, but otherwise this should work fine.

It will only work, if and only if Dell verified the BIOS of that system for Windows 7... Its helpful to have the latest BIOS revision Dell offer for your system.

If Dell haven't verified the BIOS for Windows 7 the system locked preinstallation will be rejected and you will be prompted to buy a new product key within 9 days. Either way you should buy a new license to be correctly licensed.
