I recently did a clean install of Windows XP Pro on my M90. This is the first dual core I've owned. After installing all necessary drivers and Microsoft updates, I am very disappointed with the overall performance. Is there something unique with dual core processors that I am unaware of? Let me give one example. No matter how many times I run disk defragmenter, my hard drive is still around 40% fragmented.
Any tips you can provide will be greatly appreciated. Thank you.

We'll need some more specs to evaluate how your system should be performing.

Which exact dual-core is it? The link you posted says that you have either a Core Duo or Core Solo, not a Core 2 Duo. These are older generations of dual core, and are generally considered pretty weak. A better entry into dual-core processors would be a slightly newer system with a Core 2 Duo processor.

Disk defragmenter cannot defragment all files; for example the paging file can only be defragmented on reboot. It is possible that some of the system protected files are fragmented that much I guess.......unlikely though.

Can you give us another example of why you think it's showing poor performance?

    CPU Type - Intel Pentium 4E, 3000 MHz (15 x 200)
    Intel® Core™ Duo processor

The performance has no nothing to do with internet explorer. This works at the normal rate of speed. By performance I mean using explorer to open file folders for example. At times the system will freeze momentarily.

I installed a program called pagedefrag. This defrags the page files on reboot. On the problem laptop this program does not work. After the system reboots, the laptop freezes and the defrag process never starts. In order to get back to my desktop, I have to remove the battery and unplug the computer.

    Hope this helps.
