What's the Dell return policy
I ordered a laptop a few days ago that I may not need anymore. What's my best option - return closed box, open box. Cancel now by phone. What would the different penalties be. How long do I have to return it?

Best thing to do is cancel by phone now...reason is because if you get the laptop, it would have already been charged to your credit card, so it will take longer to receive your payment (heard complaints of at least a month waiting to receive credit). You won't be charged until your order status goes into shipment.
You have 21 days from your invoice date which is normally the shipment date. -

Highly agree with SoutehrnGirl, call now and cancel the order. If not the charge will go to your credit card and it could take up to 30 days for Dell to give you a full refund. Additionally you will have to pay for shipping back to Dell and that is just another factor in the equation.
