was just given a dell inspiron e1705. thought this came with a 256 gpu. checked dells site and yes it says it should have one. go to device manager and it says i have a Ati mobility radeon x1400 which is 128. Why?

Because the GPU went bad and the previous owner replaced it with a cheaper one? The bigger GPUs drop like flies and are hideously expensive to replace.

Besides running hotter than their 800 FSB Merom brothers, nothing wrong with the T7200 (I have 2 running in my Z61t's).

Which is why many E1705 owners ended up putting the ATI 1400 card in or in some cases installed the motherboard with the on board intel GPU.
I would not trust any "refurbed" 79xx series GPUS sold any where except from Dell. and even then as stated above the GPU will just eventually fail anyways
