I've read in the manual book, that I should press F8 to access Dell Factory Image Restore, but I always end up going to the Windows, no matter how much times I've pressed. I've googled around and there was suggestion to use CTRL+F11. That doesn't work either. I've checked using partition manager that my Dell have the hidden recovery partition, so I should be able to access that. Why can't I?

I can still do the restore factory image using Dell DataSafe Local Backup from Windows, but its still weird if the shortcut to access it during boot cannot be used...

Control + F11 is the older Dell way to access the recovery partition. I believe since Vista, Dell recovery partition is F8 to repair my computer and the recovery partition is there.

In your case you may need to request to Dell ship you recovery media as your partition maybe hosed (free of charge if you are under warranty).

Well I restore to factory image using Dell DataSafe Local Backup from Windows successfully so my recovery partition should be fine. I immediately burn the recovery discs myself after that.

I'm still confused as to why I couldn't access the recovery partition via F8 during boot-up..

Hrm that's odd. Maybe it's hosed in a way you cannot boot to it?

Apparently I've tried it again just now... And it suddenly works. Such a mystery. I'll just hope it won't happen again.

Thank you for the help, Tsunade_Hime.
