    Dell Inspiron 7559 Windows 7 CPU Clock Speed stuck at 2.2

    I just went and installed Windows 7 onto my new Dell Inspiron 15 7559 I purchased from Amazon. Everything went well aside from the USB 3.0 install problem with Windows 7. I installed some utilities to check temps and speeds of my CPU and GPU and noticed the CPU does not change clock at all anymore. It is stuck at 2.2. Before on Windows 10 it would clock up and down without issue according to load but now nothing. I have the chipset driver installed, the thermal management driver installed, and I am in the process of updating Windows 7 to see if there is some incompatibility due to my version of Windows 7 installer being so old. Has anyone seen this before? I have speedstep enabled in the BIOS as well.

    Ok, quick update, going into power settings and switching TDP limit under the Intel Dynamic Platform and Thermal system from the 45w 2.3GHz to the 35w 1.6GHz is doing the total opposite of what Id expect. At the 35w setting it now lets the CPU boost up to 3.2 and sits at 2.8 and doesn't seem to idle down. I am pretty confused here....

    Update 2: Doesn't idle down and is stuck at 2.8-3.2. Normally that is ok but my battery life will tank pretty quick without any idle down. It also hard locks Windows 7 occasionally and did so until I uninstalled the Intel Platform and Thermal System drivers. Obviously my problem seems to be stemming to a problem with these drivers and Windows 7, is there anywhere I can find a different version other than the Dell one to try? I cannot find them anywhere

    I would uninstal anything except cpu z and i only run intel turbo boost monitor.

    Sadly I have exactly same issue as user Stev3FrencH93.
    i5 6300HQ CPU clock speed is stuck @ 2.2GHz Doesn't idle down or increase BLCK up under heavy workload .
    Looks like there is huge mess with Intel 6th generation processors (Skylake) Speedstep™ and Windows 7 drivers and/or power plan scheme ?
    As workaround (not solution) I switched couple of settings going into:
    Control Panel >>Power settings>>Active "balanced" power scheme>>Intel Dynamic Platform and Thermal system>>
    - increased power limit level when connected from 3 to 5
    - increased acoustic limit level when connected from 3 to 5
    I left "not connected" settings untouched becouse levels 1-4 seems like doesn't change anything.
    Now when my laptop is:
    - connected to AC Doesn't idle down and CPU is stuck at 2.8-3.2 GHz
    - not connected to AC ( battery) CPU is stuck at 2.2 GHz and also doesn't idle down, but drains battery much much slower

    Dell Inspiron 7559 with BIOS v. 1.1.3
    In BIOS Intel® Speedstep™ turned ON
    Win 7 Pro x64 SP1 with all updates Installed in UEFI mode.
    Installed all chipsed drivers including Intel Management Engine Interface Driver and Intel Dynamic Platform and Thermal Framework
    My temps are OK 35 °C idle 64-67 °C under heavy load.
    If anyone found any solution please share :D

    Hello, I use Throttlestop with four different profiles for the Windows 7 problems;

    -900MHz for battery, it is the slowest clock that I could manage,
    -1800MHz for browsing and for games,
    -2600MHz for games
    -3100+MHz for benchmarks.

    Besides the profiles I have done undervolting too, because skylake is really awesome at this point. I had stable clocks even at 0.1800 offset voltage, but for safety reason I choosed only 0.125V. That is still huge! For comparison the older Haswell and Broadwell ones only could take between 0.05-0.09V offset.
    So I have applied this 0.125V offset near the CPU core also for the Cache and for the IGP. The peak power consumption reduced by 19-22W measuring from the wall. It is awesome, temperatures are down, less fan noise!
    So that is about my Windows 7 solution, hope will be helpful for someone.

    Which version do you run? On my system Throttlestop means the CPU issn't fully supported. Which temperatures do you have, is it under 50°C oder above (surfing only)?

    Version 8.1 i am using, works perfect. Temperatures are middle thirty for browsing, little over 60 for gaming. Note i am reducing the cpu speed to 1.8 GHz. Seems it is the sweet spot for performance/watt.

    In case anyone is happening upon this thread and wants to use Windows 7 on this laptop,

    I am doing exactly that and not getting the problem that OP is having. The CPU (i7-6700HQ) is clocking up and down (from 800MHz all the way to the limit I put in the windows power profile, about 2.1GHz) perfectly fine.
    Checked revo uninstaller and I don't see any intel drivers installed except for the iGPU. Device manager also tells me there are some unrecognized devices so chances are I didn't install all of the intel stuff (management engine? chipset drivers? you honestly don't need either to have a fully functioning computer anyways).

    YMMV

    Also I recommend using throttlestop to undervolt if you are so inclined.

    So finally it seems with Throttlestop 8.3 activating the Speedshift the turbo working as it should (without any bigger workarounds), now I have all the frequencies from 800MHz to 3500MHz on Windows 7 with I7-6700HQ.

    Also if someone having problem to install Windows 7 on Skylake laptops, use the Windows 7* USB 3.0 Creator Utility.

    Using ThrottleStop to enable Speed Shift allows the CPU to manage itself. TS 8.30 includes access to the Energy Performance Preference part of Speed Shift. The default Intel setting for EPP is 128 but this can be adjusted from 0 to 255 to favor either performance or energy savings.

    A 6700HQ can turbo up to 3.5 GHz when a single core is active.

    You might want to try enabling Speed Shift to get the right balance for your needs.
