Did hte laptop originally come with Vista or XP?

It's possible that the chipset drivers may not be installed properly. Windows XP usually always picks up USB storage devices with no problems.

I've got a family member running XP on a 1420 without any problems. Use the XP drivers for the Vostro 1400 and it should be smooth sailing.
