I got a new Dell 1564. It originally had 2 partitions, but I have already deleted the partitions so I have 1 C drive (500gb).

My question is: What do people recommend...a fresh reformat to get rid of bloatware....or just delete what I dont want???

Also is it best to keep 2 partitions??

Fresh installation is always the best solution as long as you have:
time, knowledge, all drivers, experience or a few cans of good beer.

Keep the restore partition and do a clean install unless you know you'll always have the reinstall discs.

one partition is bad idea, 3 partitions will be better(for performance, organization,),c: for system(os) d:for applications(softwares),e:your personal files,if you have os-disk ,restore partition can be deleted.
