A friend of mine left his Dell NB on a bench that was wet. It's been couple days now and his NB can turn on with battery but as soon as he plugs in his power adapter, the unit shuts off. What parts should be replaced?

Has the notebook been completely dried out? It sounds like some traces are still shorted together by the water or there is a problem with the power adapter. Did the adapter get wet too? Try opening it up and letting it dry. You can use a hair dryer on low from about 12" if you are in a hurry. Also, try another power adapter if you can. The windings of the transformer in it may have overheated and shorted causing improper voltage output.
