    Dell - Trade Compliance term and transferring owner info

    Hi,
    I'm not living in US, so I'm asking a friend to help me buy and deliver a Dell Venue 11[1] to my country, that means when I got the tablet I'll have to transfer the owner info in order to use the local Dell service here.

    When I try checking out the cart, there is a term "Trade Compliance". It seems to me that the term is just there for procedure, and it wouldn't cause big fuss. But to be sure, I'd like to know if this term has anything related to the owner transfering issue? Such as, could my friend just choose "I will NOT" and I still can transfer the owner info without any problem? If he choose "I WILL", is there any additional tax or license needed?
