On Monday (14 March) I ordered an XPS 15 refurb through Dell's outlet. Tuesday afternoon I got an email saying it had shipped. This morning I got a coupon code for 15% off. Is there a way I can retroactively apply it to this order?

I can't say I'm 100% on this, but you have to use coupons during checkout. Thus rendering any coupons useless after your order has been confirmed/processed.

Yes you need to apply the coupon code at checkout.

Now, you could contact a CS Rep & explain what happened and see if they can do anything for you (applying a credit), etc. It may or may not work.

I heard from a CSR rep the next day. He gave me a $25 credit. It's not as much as the coupon would have been, but it's better than nothing. I still feel like I got a good deal, so I'm happy with it.

^^Yes, $25 is better than a flat out "no". And, you feel like you got a good deal & you have a nice lappy that is the most important! ;)

$25 is cool, I would have expected them to apologize and deny you any credit. I remember a couple of years ago ordering an M1730 when a few weeks later it went down in price by about $200. I asked Dell for some mercy credit to no avail. Your situation's a little different, though. You got an actual coupon, and much closer to the date you ordered.
