Is it possinle to connect the Dell Latitude D620 a tv using the tv as the monitor?

Yes, it is possible. Unfortunately, the D620 lacks an S-video port, but it does have VGA, so you would have to find an VGA > S-video adapter or similar.
Not sure you would want to use the TV as a monitor though . . it will be blurrier than your laptop's monitor. Depends on what kind of TV you have though. -
Not only for a monitor but also to play DVD's on the laptop and watch them on the tv. That possible?

Yes, you can switch over to the TV by using the Fn keys . . I don't have a Dell, but check your users manual. One of the F4, F5, etc keys will have a little blue monitor label on it - hit Fn + that key to switch over to the TV, then hit it again to make it primary.
