In trying to configure a Dell laptop I am confused in regards to the lack of a pc mcia slot on the E1705. Does this mean that I cannot use a Verizon or Sprint Ev-DO air card for my internet access?

Thats correct, you can't use an EVDO card, however if you have an EVDO capable phone like the V3c, Samsung 950, 970, LG 8100, 9800 you can connect them via USB to your E1705. Data plans for regular phones are $59.99. I can look later if the Treo 700w supports DUN over USB if it does Data for that would be $44.99
