I have a Dell 700m with an intel prowireless 2200B/G miniPCI card and it really has horrible range, I sit next to people with Mac's and Sony's in class that can connect to the wireless network but I dont even pick it up unless I move the laptop just the right way or something. Is it possible to change the wireless card to a better one or is it an antenna placement problem?

You can always buy an external card. The Proxim G Gold card has a plug in for an external antenna. That is the card of choice by wardrivers. Go to www.netstumbler.org Read the FAQ about which proxim card you should get.

Would a Dell Truemobile card have better reception than the intel pro wireless 2200? Im not trying to grab wireless like 700ft away, just get it where other PCs with internal cards can get it.
