Thinking about getting a certified refurbished laptop from Dell. It's labeled as that and not "scratch & dent". Does that mean that there shouldn't be any scratches on it? And in the case that it does come with scratches, am I entitled for a return/replacement/repair?

Even scratch and dent rarely actually has scratches or dents. If it has cosmetic blemishes, dell will swap it. Regardless, you are still able to return it for refund. I think the 'Dell Outlet' is just another way to sell products, new or otherwise.

Certified refurbished should be good, both my Latitude 13 and Latitude E6410 were blemish/scratch free. Scratch and Dent is hit or miss. I've seen REALLY messed up computers labeled scratch and dent (non flush keyboards, popped up keyboards, bezels not flush). If it is REALLY bad scratch/dent then you can return it for a refund.

I ordered a certified refurb. XPS 15z, not the most powerful laptop in the world but decent. I got the high end model for $1200 taxes included. Not bad.
I received it with a minor but noticeable scratch on the lid and the bottom rubber nubs seem to be uneven which makes the laptop wobble when I rest my hand on the keyboard. Very annoying.
Do I have to receive a refund/exchange? Or will I get repairs or replacement. I like the laptop overall but if the opportunity arises I might consider exchanging for a $1200 build of the regular XPS 15.

with the rubber thing, it might not be an issue specific to you because dell manufactures the parts in mass and the machines just make them automatically.
i had a sxps 16 and it had the same issue.. so was my friend's... so i am assuming that from the factory the part is just bad
