What is Dell's policy regarding canceling a computer order? Can you cancel it any time before it ships or is there a cut off point?

You can cancel up until the point of shipment with no penalties (AFAIK). Once it is shipped, it is charged to your credit card, and you will have to return it for a refund.

2-3 days tops perhaps? Once ordered a desktop from them, cancelled it within four business days, and guess what? Dell gave me a call the following day stating it have already been shipped. I don't know where the truth in this is, but the desktop ended up taking another 3 days to arrive. Well, unless you want to go through the hassle of shipping it a Dell and being charged a restocking fee, I'd recommend you cancel the order ASAP.

LOL, okay guys - lets get back on on topic. All the stuff about me can be moved to OT :p

Another thing is that you can always refuse the order when it is delivered, but I wouldn't recommend this method. You don't get an RMA number and it probably delays your refund. I would just cancel it as soon as you can.
