How can you get the OS discs and the 64-bit versions of Windows?

You have to purchase a new copy. If you have the 32bit OS installed directly by Dell it is an OEM key...and OEM keys are only good for 32bit OR 64bit. So if you have a 32bit OS to start with, the key will NOT work with the 64bit installer.

Honestly, at this point there are too many issues and incompatibilities...stick with 32bit until you KNOW you need it.

This is actually wrong. Vista 64bit works off the same code. The problem is the drivers. Stick with 32bit for a couple more years unless you need it for a workstation application. Then, buy a precision or a latitude with x64 edition as those support it.
