On my Studio 15 I can hear a constant, quiet high pitched whine. Put your ear down by your keyboard in a quiet environment and see if you can hear it.

Is this normal because I find it slightly annoying?

Search the forum for CPU whine. There are lots of threads. It was very noticeable on the M1330.

Then search for CPU whine fix. Here's one thread. The fixes may well apply.

LOL, they call RMClock a fix? This is something Dell should fix. Not have to rely on a software that do something with you CPU
