After reading other forums I realized that I dont want the Inspiron 1720, maybe in the future but for now the 17'' screen seems like it would be too much to lug around. So if I ordered my laptop 1 week ago, and it's still in production can I call the company and ask them to change my order to the 1520, 15.4'' inspiron?

You will have to cancel and re-order, I believe.

If it hasn't been shipped or anything, there should be no fee, as they haven't charged your CC yet.

There is no cancellation fee. Dell doesnt charge your card until they ship anyway. But you will have to resubmit a new order if you want a 1520. You basically have to cancel and resubmit for any sort of change, unless A] it is a minor non physical change like warranty length, or B] You get a helpful rep, and the change is a minor accessory like an additional bag, or peripheral.
