I've got a Dell 700m (Intel 82855 GME w/ Extreme Graphics 2 Driver) and I am wondering if I can run an external lcd monitor at 1600x1050 resolution with it. I've tried various searches but results seem to be conflicting. Any insight would be greatly appreciated.

Yes it can. Do not try to play games at that resolution though :D.

VGA ports by definition can handle up to 2048x1536, check Intel's site and you'll see the same.
