That is my cousin's new laptop and she doesn't have time to send it to dell to get it fixed because she's busy with school. Does anyone know what the problem is? Anyway to force the CD out in a slot loading drive?

You'll need to call dell for service, as the slot loading drives do not have the "emergency eject hole" that the conventional tray-loading drives do.
They will probably need to replace the drive. -
Well if she needs the drive then maybe networking a cd/dvd drive will be the best idea till she can actually send it in to be fixed. I think for slot drives you have to open up and take apart the drive remove some screws to get the drive to manually open. I would def try all the normal stuff before that. Uninstall the drivers... Uninstall and delete drivers... Uninstall delete and load drivers from the web... Check to see if the drive is shown in the bios... Check for firmware updates...

What exactly is the problem with the drive? Does it not power up or is the disk physically stuck?
You don't need drivers or load into windows for the eject function to work. Boot into the BIOS and try ejecting it there. -
Updates: there actually isn't a cd in the drive. when she puts a cd in there it won't stay in!

Is there an error message or does it just automatically eject it right back out? Does it go in then come back out or your try and put it in but it wont go in at all? have you tried the basic fixes or has she?

i've seen this happen on macbook pros. if you insert the CD and hold it upside down, it would work. this shows that theres a mechanical issue with the drive itself and it needs to be replaced. its a weird hack, but if she needs to install something now, it may work.
