So my cousin who lives in Central America wants to get a laptop. Newer technology is pretty scarce over there so all electronics are insanely expensive. My solution is to send her one from here in the US. The only problem we have is that she only speaks spanish. So, I'm wondering if it is possible to have an all spanish computer made? And I mean all of it (not just the OS but BIOS menu's as well)

i don't know for sure , but i don't think there are different BIOS languages. At least here in Dell Latinoamerica the Bioses come in english (the ones i have seen, but then again, Dell bioses tend to be the same between several models).

So apart from the Os, you should make sure the keyboards is in spanish (eg: comes with the ñ ). But the bios as far as i know there's only english ...
