I've tried everything from updating my drivers to re-testing the Windows Experience Index, and I've had no luck in making the Windows Aero appear as an option under Themes. I have the dedicated Nvidia graphics card and 2gb ram so this shouldn't be a problem.

Why isn't Aero activated out of this brand new Dell box on Vista Home Premium? Can someone help me?

Do you have something other than Vista Basic? Because Vista Basic DOES NOT contain Aero at all, so it's not worth trying it if you have Basic. If you have Home Premium, Business, or Ultimate, then I'm really not sure why it's not working. Perhaps you have a program that is incompatible with Aero? Try logging in, and then one by one slowly close out of all the programs from task manager (keep the essential ones open. Caution, this step may cause instability if done incorrectly) and see which one makes it switch back. Other than that, I can't think of anything.

In the future, you should try to search before posting. More often than not, you are not the first one to run into a problem :).

There are already lots of trouble shooting guides at your finger tips.

It is also helpful when you solve a problem to tell others in the forum how you did it in case they run into the same issue ;).
