Check your bluetooth software. XP has built in drivers for BT so you shouldn't have to install any extra software, but you will need to enable the radio and set up a new BT connection. You should see a folder under start-->programs--bluetooth and has something called BT settings. Click on this and make a new connection.

Does the Bluetooth icon next to WiFi glow on your laptop? Shut down, disconnect the module, fully boot the computer, power down, put the module back in and boot.

    6400 Service Manual

When I installed my 355 module it lit up as soon as I turned the laptop on. Once Windows booted it did the Found new hardware line. If the icon is glowing then the 6400 recognizes it.

If the icon does not glow after doing that then your module is probably dead. If you knew someone who had a 6400/1505 to test it in go for it, if not I'd say you'd have to buy a new one. I got mine on Ebay for around $30. If you put a new one in and it still does not work might want to call Dell.
