What are the difference between having the 9-Cell primary, and having the 6-Cell primary with 9-cell additional? Both upgrades cost the same price... but with one we get the same(?) battery, and another smaller one?

The 6-Cell with an additional 9-Cell is $30 more (on the 1520) than having just the 9-Cell alone. Additional means exactly that, you get both.

    What's the question?

On the Dell Canada site, the battery options for the XPS 1530 are as follows:

56 WHr 6-cell Lithium Ion Primary Battery [Included in Price]

85 WHr 9-cell Lithium Ion Primary Battery [add $40 or $1/month1]

6-cell Primary Battery and 9 -cell additional Lithium Ion Battery [add $40 or ]

9-cell Primary Battery and 9 -cell additional Lithium Ion Battery [add $80 or
    $2/month1

I don't see the point in spending the same amount to get only the 9-cell primary if I could get it with a 6-cell...? There must be some sort of difference to justify the price of the 9-cell primary compared to the 9-cell additional.
