is there any reason for this?

when i remove the power cable from my m1530 the battery life immediately drops to 98% instead of going down slowly from 100%. when i plug the cable back in, it becomes fully charged @ 100% again.

It happens to me too. I don't think the battery meter is completely accurate.
IIRC, the battery meter in vista measures voltage levels, and once the battery is under load (AC unplugged), voltage drops slightly and so registers slightly less charge.

it didn't happen in the past until i fully discharged and fully charged my battery about 1-2 weeks ago. and oddly, my battery wear level has also decreased from 4% to 1%. i'm just wondering if the full discharge I've done actually caused a cell to die, thus giving me that battery life problem.

I think it's a case of the voltage not being properly measured in Vista and that's why it "seems" to drop right away. I wouldn't worry about it.

well, but I'm using windows XP. I'm trying to do a partial discharge now and see how it goes after recharging it back to full again.

I've seen this behavior on laptops in the past. I wouldn't worry about it.

why bother ? just look at the overall battery life as long as that is oke you shouldn't be worried

Actually I think this is the same thing that happened with my battery right before it completely failed. That's not to say the same will happen to you, but if it does please update this thread. :)
