What happens when you go to the Control Panel-Hardware and Sound-Power Options-Edit Plan Settings.

You can also just click on your battery/AC Plug icon in the taskbar, Adjust screen brightness, choose change plan settings on the power option you're using, then under or next to "Adjust plan brightness" you can set how bright you want the screen to be when plugged in or on battery power.

If that is not your problem, sorry for the post.

I believe you can try to see what will happen when you choose High performance power plan.

I use high performance plan, but even with that you have to edit default settings (if not what you want) of how you want your display brightness while on battery or plugged in. If you have different settings for each, then the display will definitely go dim or bright when you remove the power adapter.

I suppose I should add "@merce22des" in my previous post. Also She (or he) wrote "I tried FN+UP to turn up the brightness but it wont go. its on high" which as I thik means that it is already set to the highest setting available in that advanced power plan settings you made screenshot of.
I know that there are other hied settings in high performance power plan and I believe/hope that one of them may help resolve that situation.

Take Windows out of the equation and go to the BIOS to test it. Check the settings there to see if that changes anything.

do a power drain, turn off the laptop. Unplug the battery, hold the power button for 30 seconds to a minute and see if that fixes your problem
