    It's been working so far!

Go into device manager and select "Universal Serial Bus Controllers"

Now, click on each "USB Root Hub" and under "Power Management" check each box for "Allow computer to turn off this device to save power".

Let me know how it goes and, if it works, don't forget to rep :)

EDIT: It's still there, just nowhere NEAR what it used to be (I have to literally put my ear directly on the left side of the laptop to hear it)

Forgot to add that my way would actually improve battery life since you are enabling the computer to turn off the USB hubs.....

Yes, this fix worked for me. I was given an old Inspiron 8600, and one of the first things I noticed was the annoying buzzing. This fix completely eliminated the buzzing as soon as I hit the OK button. Amazing!!

Hey wait... just re-read the original post. For me... the fix was to uncheck the box (don't let the device turn off). I stumbled on this fix from the HP forum.

    Webtax, try unchecking the box...
