So, I know exactly what the problem is; after a few years my old inspiron 9300 screen is just sort of...dying. And of course, Dell's service was not exactly the most helpful about it, but that's a whole other story. Basically, I was just sitting here, and took a good look at what it's become, and couldn't stop laughing. So, for those with 9300's, watch out, this might happen to you...
I just thought I'd share how hilariously awful this is. Imagine watching movies on it...

Commander Wolf can i haz broadwell?
Plug it into an external monitor - if the lines disappear, it's your screen - if they don't, it's your GPU. Typical GPU failure symptoms, though...

oh i know, it's actually the lcd itself though, not the gpu. I don't have any problems with an external monitor, though I can't use one now as I'm currently studying abroad; just seemed a waste to buy a monitor I likely can't bring back with me. Still, it's a known issue with certain screens (i'm not sure if it's the samsung ones) on the 9300 model. dell says that they will extend coverage of this to 3 years after purchase, but it takes a LOT of convincing to get them to acknowledge that. Basically, this started happening to me about one week before I hit that three year mark, and when i called, they said that my warranty (2 year) was expired so i couldn't get a replacement. Of course, a couple weeks later was when i read dell's press release about it. I call again but no luck. As such, I'm not a huge fan of dell's service anymore...

Good luck!

See if you qualify for the defective LCD repair campaign for your system: http://en.community.dell.com/blogs/direct2dell/archive/2007/04/09/10675.aspx
Even if it looks like you won't qualify, it doesn't hurt to try
An absolutely hilarious Inspiron...
