DELL decided to replace my system after trying to fix my computer for over 4 times.
I got my replacement system today. It came with the INTEL integrated GPU, but I had a Go7400 on my old system.
The new system came with Vista installed. Is this considered meeting/exceeding my old specs?
Honestly I do not care about the vista thing since I already purchased a copy of vista myself... But the INTEL GPU is much worse than the NVIDIA Go7400 i had :S
What Can I do now ...

Get with customer support.

I agree they should have not downgraded you from a dedicated to a integrated graphics card. Chat with them and say that that is not what you have ordered
-
That's a $100 downgrade in graphics cards -- not so good, especially if you have a need for it.
-
thats total bull crap. Don't settle for that and get your whole system replaced without hesitation.
Keep in mind that a whole system exchange was not a privilege. It's something that they should hold up to on their end of the deal.
About my whole system exchange...
