K well im getting the 9400 in 2 days and have a question. What hz should i put the screen at? Is hz fps? I will be palying games and alot of the games ill paly will be over 60-70 fps cuz they will be older and im getting the 7900gs. What happens if the screen is less fps then what the game and graghpics are doing?

On my E1705(same as 9400) the screen is stuck at 60Hz. But that does not determine fps. What determines FPS is how high you have your detail settings. If they're cranked up to max, it will look great, but will run slower/not at all. I usually keep mine at medium-medium high, and it looks good, and has little/no slow downs.
