Interesting, I get 3565 with 3D Mark 06, but
Vostro 1500
Intel Core 2 Duo T7100, 1.8GHz, 800Mhz, 2M L2(WEAKER)
1GB, DDR2, 667MHz(not sure ram test claims each stick is 333mhz)(WEAKER)
256MB NVIDIA 8600m GT
Win XP Home SP2
even though my hardware is weaker is it the os making the difference? -
That's only 60 points apart, well within the error range of 3DMark.

Looks ok, you want want to hop onto LaptopVideo2go.com and grab some drivers. If you look at orb and see the Asus G2S-B1 16xxx titles, thats me. You can kind of see how the drivers do. Of course it will be different on different systems, but either the new 167 Clevo or Dell drivers work great. You will probably have to use a modded inf for at least one. If you want some help, post up.

I got the 174.31, and before that games like NFS Pro Street would crash if resolution were high and damage on,now it runs awesomly,also I used the free version of the 3dmark,would that make a diff?

The free version gives the default settings with no fuss, as you cannot change anything. It does limit you to 5 results, but I have managed.

Does look a little low to me. I got 4095 with the latest drivers from laptopvideo2go.com but I also have a 2.4 gigahertz processor so that probably makes a big difference.
