It only seems to go up to half brightness, is this normal? Is there a way to get the full screen brightness on battery?

Press the "Fn" key and then the up arrow. It takes 4 up arrows to get to full brightness IIRC (I leave it on full almost all the time now), but it doesn't hurt if you press it more times, so just press "Fn" and up a bunch of times and you'll get to full brightness.
If that doesn't work, something non-normal may be occuring. -
If you don't use it on battery often, I'd just change the settings to full brightness. That's what I did, and it doesn't seem to hurt the battery too much. I've done some photoshopping for ~1.5hours, full brightness, and didn't realise I was on battery until I put the machine to sleep.

Sorry, I wasn't clear. I did turn up the brightness as much as possible. In Windows Mobility Center (windows key +X), it shows that the brightness is at max, but it clearly isn't because as soon as I plug it in, the screen's brightness just about doubles. This is strange...

I had the same problem and just solved it. Thanks to Dell representative "Manon" who told me I had to reinstall Windows to see if that would work...WHAT??? I went into the BIOS (hit F2 when booting), there is a an option to change the maximum brightness on AC and on Battery. It is factory defaulted to 8 for AC and 3 for Battery (scale of 1 to 8). Increase your battery Max to 8 and Windows then takes full control of the brightness.
1720 full brightness doesn't work on battery?
