So far I'm loving my 1520.

One question I have about it is the fan. I know that when I'm gaming, the fan is probably going to be on constantly.

But when I'm just browsing the web, how often should the fan be coming on?

The only correct answer is, it should turn on when a certain temperature is reached. So the best thing to do is install an application like Notebook Hardware Control so you can monitor CPU and HDD Temps. Then you will know how hot you run and when the fan kicks on. It can also tell you CPU usage sometimes things run in the background creating heat, if it is bloatware get rid of it or disable and that can reduce temps. People on this site seem to report Intels at 45 to 50C and AMD at 50 to 55C at idle or low usage.

My 1501's fan only runs at audible speeds when it reaches 60, not sure about the 1520 but it should be around that.

Try setting your gphx card to maximum battery performance. This will throttle your GPU MHz down. If your fan still comes on while system is on hard surface with proper ventilation, then you may have a HW issue that you should contact Dell. Of course disable aero or any other GPU hog that you may have running.
