I would say it looks to be failing in the customs department of Europe. Perhaps there's a new form required to allow transport into Europe that isn't being fulfilled/processed by Dell.

It left China, hit Germany and where I would guess failed passing customs inspection/forms so it was rejected and returned back to China. Instead of resolving the issue it appears they forwarded it to Korea who tried to pass it through Poland, and possibly again the same reason it failed Germany it did not pass customs and got kicked back to Korea. Korea passed it to Kazakhstan, who unless the same issue has been resolved will get kicked back to Kazakhstan.

Unfortunately my experience has been that Dell is HORRIBLE with fixing this sort of stuff. That's to say, when China got it rejected from Germany instead of fixing it or doing up the form my experience has been they simply shipped it to Korea to have them deal with it... I'm certain Korea wasn't even informed China had attempted and failed, and why it failed so they tried to pass it on as usual and of course not resolving the issue didn't pass customs in Poland so it was returned to Korea. Who... like China decided instead of fixing it, pass it to Kazakhstan who they too likely weren't informed it failed twice now to pass European customs and will likely try to forward it as they got it and get it returned for the same reason it failed in China & Korea.

Perhaps then Kazakhstan will then remedy it... but I think chances are it's going to bounce back to Kazakhstan for the same reasons it bounced back to China and Korea, and unlikely you'll be getting it tomorrow. If you do get it, it would probably be more because it fell through the cracks or the customs person isn't especially strict. So you may, but I think chances are better it's going to bounce back to Kazakhstan.
