now after some year....is it some throttling issues left on DELLS Studio xps 1640, 1645 machines ????? (im talking mostly about Ati 4670 rigs)
ps. i quite dont understand the exact cause ??? (is it the CPU or the GPU....is it them together....or is it just i7/T9XX- CPUs ??)

Throttling can be caused by a number of factors, such as heat or insufficient power. The issue is not solved, but depending on your configuration, how you use your computer (ie. is it on a desk, do you keep it clean, is the area around it clear to support air flow, etc), and a bit of luck, throttling might not affect you very much. My signature shows my configuration, and I never experience any throttling while gaming, even if I play all day long (I play games such as Starcraft 2, Left 4 Dead 2, Battlefield: Bad company 2, Counter-strike: Source). The only thing I need to do is every month or two, I take the bottom plate off my laptop and blast out the venting mesh with compressed air or clean it out with a soft brush. That keeps the airflow unrestricted and, for me, eliminates throttling.

Throttling is caused by:
1) Overheated GPU -> Use bios A09 to allow higher GPU temp. Preferably use an external monitor because with the XPS's LCD open, it blocks the GPU output fan (ya, really). Optimal config is to place the XPS on something so it can suck more air from underneath. Also, i've removed the dust filter all together, which decreased temps by 10c (well ok mine was dirty).
2) Insufficient power (CPU throttling) --> You need the 130W adapter + bios A06 or better (I believe, but just use A09). I recommend to use throttlestop with it, because dells algorithm is buggy and sometimes throttles when it's not needed at all.
Also here I recommend to use an external monitor. Even with the 130W adapter, the XPS might not have enough power under very heavy load, especially when you have the RGBLED screen.
I run 100% throttlefree now (while gaming)!
