The CPU temp is 60 C

The noise level is really high, not that high- but enough to annoy you if you work a lot with your laptop.
And that's when I'm doing almost nothing. Its starting right after booting the laptop.

The motherboard and fan sink was replaced 1 day ago.

/edit I have the glorious nvidia graphics card :(

    What's the problem?

I'm guessing you have the discrete video card? I had an M1330 and I know what you mean, but I think this is just Dell's poor engineering at fault. Try undervolting the processor, maybe that will lower your temperature and fan noise.
