I have a new XPS M1530 with the backlit LED 1440x900 display. On a black background, there is white color spillage at the top and bottom. Is this normal or should the display be replaced? Would Dell do this on site or would the laptop have to be sent back?

That would be a major issue depending on the severity. Post a picture of the screen to show what you mean with an all-black image (use everest trial version or something to perform a black screen test).
