Are these new drives? Did they both show up in the Windows installer? You might have to go to the partition manager and format/initialize the second drive if it doesn't show up in My Computer.

You will likely have to format/initialize it as Commander Wolf said. Right-click My Computer, goto Manage, Select Disk Management. The bottom will show all drives connected to the computer, your second may need to be initialized there to show up on top and in My Computer.
