There's a form you can fill out at support.dell.com by punching in service tag and go to Ownership Transfers. Also you can call up Dell to get pricing, usually it is cheaper while it is in warranty vs out of warranty.

Have the first name of the previous owner helps, in case they need to verify who the previous owner was.

I would also double check to see if the warranty is under your name. I had this problem with my XPS 1640. I thought I had transferred the warranty over successfully because I called in to tech support one time to have my AC adapter replaced and there was no issue. Fast forward months later, I realized my warranty is about to expire and I had some minor issues that I wanted addressed. Called tech support and they told me my warranty did not transfer over and that I had to get the name of the previous owner before they could do anything. I forgot to mention that I had my AC adapter replaced before without issue. Unfortunately, I couldn't get that information in time and my warranty expired. I was pretty angry at that, haha.
