I am not happy with the 1530, so i am looking to return it and get a 1330 in it's place. The 1530 is just too bulky for me right now.
So, what is the general process? Do I have to return it, wait for the credit and then order a new one, or are they able to handle it all in one transaction?

If you've had it for less than 30 days, it is eligible for a straight return. They may ask you to pay restocking fees; if this happens then just call back or ask for a supervisor.
You will ship it back, the refund will be processed, and then you will have the money to order an m1330. -
How long does it take to issue a refund?

It took a full billing cycle for a refund to go through on my card.

They are really slow on Dell financial, but I got a guy who did it real fast.

You may have to pay for restocking because there was nothing wrong with it. Dell will say that you should have read the dimensions of the laptop before you bought it. As for getting your money back, it can take up to 14 days AFTER they get your laptop back. It will likely be faster, but don't expect to have your money immediately afterwards.

21 days and they don't charge restocking fees unless you returned an item with missing accessories

"21 days and they don't charge restocking fees" is quite different from "a restocking fee of 15% may be charged on hardware"

They can charge you restocking fees unless you say something like "I'm so unhappy with the build quality" or something like that.. not the nicest thing to do though...
But usually it will only be a half lie...
But you will HAVE to return.. no way to exchange.
