I turned on my studio xps 16 today with the underside open and realized my fan is not spinning at all, is this for anyone else? Or does the fanonly spin at certain times?

The fan will only turn once the CPU, GPU, or chipset hit certain temperature thresholds. Having the fan not spin right after startup is definitely not uncommon; it'll take a while for the laptop to warm up, even if it's a fairly high-spec system.

Having the fan not spin is, if anything a good thing. It's only bad if it isn't spinning when it's getting hot, if it isn't then you either have a faulty temperature sensor, your fan is broken or it's just not plugged in right
