No matter what setting I choose, my screen shuts off after a couple minutes?

I have it set to shut the screen after 10 minutes.
I also have it set to only require a password after being woken from sleep.

My screen shuts off after maybe 60 seconds and then the Locked screen pops up and I have to sign in again.

No matter what setting I choose, this happens.

    Any ideas?

Where are you going to set screen timeouts?

My guess is that there is probably some other piece of software on your machine that is overwriting whatever setting you think you are putting in. Computers with a bunch of factory pre-installed software tend to have a bunch of useless bloatware installed on them. And nobody would be surprised if a power management tool was one of them.
