Is there any way that I can adjust levels/eq based on each individual port on the m1530? The plug on the earbuds that came with the laptop broke and I had to solder on a new one, but the balance is off.

I was hoping that I might be able to tune the balance settings on one port to be different from the other, is this possible?

There was an option for the balance in the sound / audio settings. check it out.
